Dr. Philip D Brown MB.BS (Hons) MSc FRCGP DRCOG DFSRH Dip IMC RCSEd CMCIEH
I was Born Walthamstow, London 1960
Educated at Woodbridge high School, Woodford Green, Essex
Originally pursued a career in Local Government as an Environmental Health Officer. Training and working in the LB of Newham and then working in LB of Havering and Basildon DC.
Specialised initially in housing law enforcement, and later in pollution control. Rose to level of Principal EHO.
During that time, I obtained the Diploma in Environmental health, and then MSc in Environmental Health. I was awarded Chartered status as an Environmental Health Officer, which I still retain.
The poorly handled birth of our 1st child made me reflect seriously on my career choice. I had always had an interest in medicine having already joined St John Ambulance at the age of 16. After serious consideration and discussions with my wife, I decided to try and pursue a career in medicine.
After 6 years of trying, I was successful in obtaining a place to read medicine at the Royal Free Hospital School of Medicine, in Hampstead North London. I knew from the start that I wanted to practice pre-hospital immediate care, so I spent my student elective at Basildon ambulance station with Essex Ambulance Service, undertaking front line shifts both on the road and in the control room.
I qualified in 1998 with distinction in medicine and was awarded several other pre-clinical and clinical prizes over the 5 years at the Royal Free.
My junior years were spent at Broomfield hospital Chelmsford, including rotations in Gastroenterology, Endocrinology, General surgery, and Accident Emergency, and then at St Johns Hospital Chelmsford, undertaking Paediatrics and Obstetrics & Gynaecology. I also spent 6 months at the Linden Ctre Chelmsford undertaking my psychiatric rotation.
I joined the Chelmsford vocational training scheme immediately after my house jobs.
At the same time, I had also become fully operational, as a responding doctor, for my local BASICS scheme, The North East Essex Doctors Emergency Service (NEEDES), starting on my 1st day of full GMC registration in August 1999. I went on to be chairman of NEEDES from 2000 – 2010. The charity then merged with the other pre-hospital care charity in Essex to form BASICS Essex, I became the medical director, where I remain in post today (2025). As well as responding to local incidents, I undertook training and was part of the major incident response for the statutory ambulance service. In 2004 I obtained the Diploma in Immediate Medical Care from the Royal College of Surgeons of Edinburgh.
In 2002 I became the first doctor to fly on the Essex Air ambulance. I flew on a voluntary basis for 5 years, flying over 75 missions.
My GP registrar year was with Dr Nigel Townsend at Sidney house Surgery Hatfield Peverel.
Before leaving the VTS I added an extra 6 months as a senior registrar, and returned to Broomfield to undertake a training post in anaesthetics, which I knew would be vital to my pre-hospital career.
I obtained a partnership at Tiptree Medical Centre in 2003 where I remained until 2015.
During my time at Tiptree, I became the clinical lead for diabetes and emergency care, as well as carrying out regular minor surgery and cryotherapy clinics. I also ran family planning & HRT clinics including fitting coils and implants. I introduced commuter surgeries starting at 0630.
In 2004 I was appointed as a GP with special interest in Emergency and Unscheduled Care and started to undertake advisory work for Colchester PCT. I became clinical lead for the out of hours GP service in 2005.
Following my SHO post in A/E I had continued to undertake locum staff grade roles in A/E, and in 2004 I commenced a post at Colchester General Hospital as an Associate Specialist in Emergency Medicine, 1 day per week, working for Mr Nigel Brailey. In 2015 I was promoted to locum Consultant in Emergency Medicine & Pre - Hospital Care.
I had rejoined St John Ambulance in Essex, as Assistant County Medical Officer.
I was also undertaking short commissions with Fred Olsen Cruise Line as a cruise ship doctor.
In 2013 I was awarded Fellowship of the Royal College of General Practitioners for my work in Emergency & Unscheduled care. In particular, my work on admission avoidance schemes and alternative pathways.
In 2015 I left Tiptree to form my own company, Health & Care Solutions Ltd., which provided both clinical and managerial support and advice to Anglian Community Enterprise (ACE), North East Essex CCG, Mid Essex CCG and the East of England Ambulance service. My clinical work was mainly at Clacton and Harwich minor injury units.
When the Covid pandemic started in 2020 I offered my services to the East of England Ambulance Service as, due to medication, I could not carry out face to face consultations. I started work in their control room as a senior medical advisor, but in late 2020 I was promoted to Associate Medical Director where I remain today (2025). My main role now is managing the region’s frequent callers and complex patients, although I still triage patients calling 999 and give advice to crews on scene.
In 2024 I was awarded the lifetime achievement award by the British Association for Immediate Care (BASICS), for my work with my local charity, BASICS Essex.
I have directed or taught on a number of courses over the years both covering general practice, emergency medicine and pre-hospital care.
During the course of my charity work I have been awarded the Queens Golden, Diamond and Platinum Jubilee Medals, and the King’s Coronation Medal, for my voluntary work responding for the statutory ambulance service. I was also awarded the St John Ambulance long service Medal.
Away from work I enjoy travelling the world with my wife, but especially Cyprus and the Caribbean. I also enjoy time in the countryside pursuing country sports.
